Establishes accessory dwelling units (ADUs) as a permitted use in all residential zones in Kentucky, exempt from special permitting or review requirements

Defines ADUs as self-contained living units on single-family home parcels with cooking, sleeping, and sanitation facilities; attached/detached ADUs limited to 75% or less of main home's square footage

Prohibits local planning units from banning ADUs, imposing owner-occupancy requirements, or enforcing stricter parking, design, setback, or lot size standards than those applied to single-family homes

Allows local governments to require prior notification of ADU construction, charge a one-time fee up to $250, restrict short-term rentals under 30 days, and limit properties to one ADU

Preserves local authority to enforce regulations that apply generally to all dwelling units
