Defines "certified living wage" as the average hourly rate based on occupation type and geographic area, calculated using U.S. Bureau of Labor Statistics Occupational Employment and Wage Statistics data

Assigns the Office of the Kentucky Center for Statistics to annually establish and certify living wage rates by occupation and geographic area, beginning July 1, 2027

Establishes civil penalties of $100 to $1,000 per employee for each violation, with each day of continued violation counted as a separate offense
