Defines eligible veterans as Kentucky-domiciled individuals with honorable or general discharge who have a service-connected disability or receive VA/Department of Defense disability compensation

Requires applicants to first contact their nearest veterans' service organization, which then transmits applications to the department

Ramps must comply with the Americans with Disabilities Act, Kentucky Residential Building Code, local ordinances, and HOA covenants, and must be installed by contractors registered with the Kentucky Secretary of State
