Proposes amending Section 145 of the Kentucky Constitution to replace outdated terminology "Idiots and insane persons" with "Persons who have been adjudged mentally disabled by a court of competent jurisdiction" as a category of individuals prohibited from voting

Maintains existing voter eligibility requirements: U.S. citizenship, age 18+, state residency of 1 year, county residency of 6 months, and precinct residency of 60 days

Preserves existing voting restrictions for persons convicted of treason, felony, bribery in elections, or certain high misdemeanors, as well as those currently confined under court judgment for penal offenses

Requires the Secretary of State to publish the proposed amendment in a statewide newspaper by the first Tuesday in August preceding the election

Amendment to be submitted to Kentucky voters for ratification or rejection at the next regular General Assembly election, with county clerks responsible for including the full question on ballots
