Creates the Kentucky Severe Weather Alert System, operated by the Division of Emergency Management in cooperation with Kentucky State Police, the Transportation Cabinet, Kentucky Broadcasters Association, and Kentucky Press Association

Utilizes existing resources including electronic highway signs, emergency broadcast system, law enforcement communications, and local/regional/statewide media providers

Alerts may only be issued when severe weather poses an imminent threat to humans, animals, or infrastructure, and only after consultation with local law enforcement in the affected jurisdiction

Prohibits issuing alerts when the National Weather Service or other federal authority has already issued an alert for the same weather threat in the same geographic area

Requires all law enforcement agencies in Kentucky to cooperate with the Division in providing and disseminating severe weather information
