Freight trains and light engines (locomotives operating without a train) must have a crew of at least two individuals in the operating cab

Exemptions apply for short-distance movements within railroad yards or mechanical facilities, en route switching, and work requiring the conductor to perform assigned duties away from the cab

First-offense civil penalties range from $1,000 to $2,000; second offense within three years ranges from $5,000 to $7,500; third or subsequent offense within three years ranges from $10,000 to $15,000

All civil penalties collected are distributed to the state road fund
