Creates legal protections for individuals, physicians, health care providers, employers, and organizations from civil liability, criminal liability, or administrative investigation for aiding Kentucky residents in obtaining abortion services that are lawful in another state

Prohibits disclosure or sale of medical records related to protected abortion activities for purposes of investigation, tracking, or legal proceedings against any person involved in seeking, obtaining, providing, or facilitating abortion services

Protects licensed health care professionals from disciplinary action (license revocation, suspension, denial, fines, or reprimand) for assisting with out-of-state abortion services, and shields businesses from license denial or fines based solely on such activities

Bars public agencies from enforcing regulations that restrict interstate travel for lawful abortion services or retaliate against those who assist with such travel

Establishes a civil cause of action for actual and punitive damages, court costs, and attorney's fees for anyone harmed by violations of these protections, with the Commonwealth waiving immunity for monetary damages
