Requires health care providers to give patients a written pricing sheet before non-emergency services detailing costs and expected payments from insurers versus patient responsibility; providers who fail to provide this cannot bill patients directly (but may still bill insurers)

Cabinet for Health and Family Services must monitor compliance, maintain a public list of violating hospitals updated every 30 days, and consider compliance history when reviewing hospital license renewals
