Removes the phrase "or being instituted" from provisions requiring no pending felony or misdemeanor proceedings against a person seeking expungement, streamlining the eligibility language

Adds new provision to persistent felony offender statute (KRS 532.080) clarifying that sentence enhancement shall not alter the felony classification of the underlying conviction

Makes all amendments retroactive and removes outdated transitional language referencing July 14, 1992 and the inception of District Court from the expungement statutes
