Prohibits any person present during a grand jury proceeding from knowingly recording testimony or evidence, or disclosing/disseminating information gathered during the proceeding, except as allowed under Kentucky Rules of Criminal Procedure

Violations are punishable as a Class A misdemeanor for general offenders, elevated to a Class D felony if the violator is a public servant

Extends the statute of limitations for misdemeanor violations of grand jury confidentiality to 10 years after the offense is committed, compared to the standard 1-year limitation for most misdemeanors

Amends KRS Chapter 29A (grand jury service) and KRS 500.050 (criminal statutes of limitations)
