Establishes a proactive postsecondary admissions program managed by the Council on Postsecondary Education to notify eligible Kentucky high school seniors of their eligibility for prospective admission to public colleges and universities

Requires each public postsecondary institution to establish minimum academic qualifications (GPA or GPA plus college readiness exam score) for prospective admission by July 1, 2027, and implement a common online application for first-year students

Mandates the Kentucky Department of Education and certified nonpublic schools submit student data annually by September 1, including names, GPA, test scores, and Social Security numbers, to identify eligible students

Beginning in 2028, the Council must send personalized letters to eligible students listing institutions where they qualify for prospective admission, application instructions, and their Kentucky Educational Excellence Scholarship award amount

Prospective admission letters do not guarantee acceptance; institutions retain full authority to conduct comprehensive application reviews and make independent admissions decisions
