Amends Kentucky's postsecondary education funding formula (KRS 164.092) to distribute 100% of allocable resources based on proportionate, unweighted metrics rather than weighted calculations that previously accounted for differences between research and comprehensive universities

Removes the "equilibrium" concept from the funding model, which previously aimed to achieve proportionate resource levels based on institutional productivity in student success and course completion outcomes

Prohibits any race-based metrics or targets in the public university and KCTCS funding formulas

Changes the postsecondary education working group review cycle from every three fiscal years to every odd calendar year beginning in 2027, with reports due by December 1 to the Governor and relevant legislative committees

Eliminates previously weighted calculations for credit hours by academic discipline, course level, and student type (doctoral, master's, nontraditional age) in favor of unweighted proportionate distribution methods
