Creates a new "provisional license" to carry concealed firearms or other deadly weapons for persons aged 18 to 20 years old, issued by the Kentucky Department of State Police

Provisional licenses are valid throughout Kentucky until the holder turns 21, and must be visually distinguishable from standard licenses issued to those 21 and older

At least 90 days before a provisional license expires, State Police must mail the holder a written expiration notice and application to convert to a standard license

Holders who apply for a standard license within 6 months of provisional license expiration are not required to retake firearms training; those who miss this window must submit a full new application under KRS 237.110

Authorizes the Department of Kentucky State Police to promulgate administrative regulations to implement the provisional license program
