Repeals and reenacts KRS 65.870 to authorize cities, counties, urban-county governments, charter counties, consolidated local governments, and unified local governments to enact ordinances regulating the manufacture, sale, purchase, taxation, transfer, ownership, possession, carrying, storage, or transportation of firearms, ammunition, and firearm accessories

Overrides the existing state preemption law (KRS 237.104) that previously prohibited local governments from enacting firearms regulations

Amends KRS 237.115 to remove language stating that local government restrictions on concealed deadly weapons in government buildings would not violate KRS 65.870

Preserves existing authority for colleges, universities, and postsecondary institutions to control deadly weapons on their property

Contains technical amendments to KRS 65.1591 regarding peer support counseling programs for public safety employees, updating a statutory cross-reference from the repealed KRS 65.870 to KRS 61.870
