Establishes property rights for individuals in their name, voice, and likeness that are transferable, descendible, and extend 10 years after death (or longer if still in commercial use)

Prohibits publishing or distributing AI-generated images or voice replicas without consent, including computer-generated deepfakes created using artificial intelligence, machine learning, or similar digital technologies

Sets damages at $50,000 per violation for direct violators or $5,000 per violation for those who materially contribute to violations, plus actual damages and profits from unauthorized use, with punitive damages and attorney's fees available

Exempts news organizations, public affairs reporting, sports broadcasts, satire, parody, comment, criticism, scholarship, and interactive computer services (under 47 U.S.C. § 230)

Requires civil actions to be filed within 4 years of discovering the violation and does not limit existing protections under other Kentucky statutes or common law
