Child-care providers located on military installations or facilities that are licensed or certified by the U.S. Department of Defense, any branch of the Armed Forces, the National Guard, or reserve components are exempt from Kentucky's family child-care home certification requirements under KRS 199.8982.

The exemption applies regardless of any conflicting state law or administrative regulation.

Existing Kentucky law requires family child-care providers caring for 4-6 unrelated children to obtain state certification, including criminal background checks, health statements, training requirements, and facility inspections.

The bill adds a new subsection (5) to the existing family child-care certification statute, creating a carve-out specifically for military-affiliated child-care operations.
