Requires the cabinet to promulgate administrative regulations for license fees and enforcement procedures, while removing its authority to establish standards of care through regulations (standards now set in statute)

Allows violations correctable during an inspection to be fixed on-site and excluded from deficiency statements; requires cabinet to expunge licensure records within 5 days if a child-care center prevails in an appeal with no deficiencies upheld

Permits inspectors to be monitored by child-care center directors or employees during inspections, and exempts disruptions caused by inspector presence from citation

Exempts employees of child-care centers serving only children birth to age 2 from educational requirements not provided through center trainings

Expands child-care center standards to include premises, sleeping/napping, first aid, kitchen, food/drink, toileting, transportation, animals, and staff-to-child ratios (with allowances for incidental variances and doubled ratios during nap time up to 2 hours)
