Amends KRS 620.030 to require entities receiving child abuse/neglect reports to record oral reports, notify reporters that their identity will be kept confidential, and inform them of penalties for false reporting

Requires report recipients to obtain specific facts giving rise to reasonable suspicion and, for licensed facility reports, to collect the reporter's name, telephone number, address, and relationship to the facility

Clarifies that persons aware of potential harm to a child but who reasonably believe it is not a result of dependency, neglect, or abuse have no obligation to report

Confirms the statewide child abuse reporting system must operate 24 hours a day, seven days a week, including a hotline for emergency and non-emergency reports
