Transportation Cabinet required to establish a system allowing one local official (circuit clerk, county clerk, sheriff, or judge/executive) or local governmental entity (public library or city) per county to issue operator's licenses and personal identification cards by July 1, 2027

Transportation Cabinet must purchase and install all necessary equipment and hardware for participating local officials and entities

Local officials and entities may charge and retain a convenience fee for each license or ID card issued, but cannot issue commercial driver's licenses or travel IDs

Annual reporting to the Legislative Research Commission required starting October 1, 2028, covering the number of documents issued per county and the effect on wait times at regional licensing offices

Act takes effect July 1, 2027
