Defines "sex" as biological sex observed or clinically verified at birth, explicitly excluding gender identity from the definition and stating gender identity is not a synonym or substitute for sex

Authorizes state and local governments to provide single-sex environments in prisons, athletics, living facilities, locker rooms, bathrooms, domestic violence shelters, and rape crisis centers without violating antidiscrimination laws

Requires public schools, state agencies, and local governments collecting vital statistics for antidiscrimination compliance or public health data to identify individuals as male or female per the Act's biological definitions

Includes a severability clause allowing remaining provisions to stand if any portion is ruled invalid by courts
