Prohibits employers from discriminating against, disciplining, or discharging employees for being Civil Air Patrol members or for absences to respond to Governor/Presidential emergencies or Air Force Rescue Coordination Center missions

Requires employees to provide advance notice of Civil Air Patrol absences when possible and obtain verification from the Civil Air Patrol of the emergency service need

Guarantees returning Civil Air Patrol members the right to their former position with the same seniority, status, pay, and benefits they would have had without the absence

Permits employers to treat Civil Air Patrol emergency service time as unpaid leave and to comply with pre-existing collective bargaining agreements

Extends paid leave protections to state officers and employees who are Civil Air Patrol members responding to declared emergencies or Air Force-directed missions, mirroring existing National Guard/military reserve leave provisions
