Cities may negotiate project workforce agreement terms including wages exceeding state or federal minimum wage requirements

Cities may enact prevailing wage ordinances requiring employers on public works projects estimated at $1,000,000 or more to pay the average hourly rate for that trade within the city

Prevailing wage ordinances must include trade classifications, wage rate schedules, record keeping processes, compliance investigations, and penalties

Amends KRS 65.016 to explicitly authorize local governments to adopt minimum wage ordinances exceeding state/federal rates and require employers to provide employee leave
