Licensed horse racing tracks that choose not to establish a simulcast facility may transfer that ability to another person or entity through an agreement, with the receiving track remaining responsible for simulcast excise taxes and host track agreements

Reduces the minimum distance restriction for establishing a simulcast facility near a licensed track from 50 miles to 40 miles

Allows receiving tracks to accept wagers at facilities established through transfer agreements, in addition to their licensed track location

Expands pari-mutuel wagering at simulcast facilities to include wagering on "races previously run" (historical horse racing) in addition to live simulcast racing

Requires the agreement between a track and a transferred simulcast facility to establish how the 13.5% commission allocation for facility expenses is divided between the parties
