Expands the Dual Credit Scholarship Program to include proprietary schools (as defined in KRS 164.7884) that offer eligible programs of study, adding them to the list of participating institutions alongside KCTCS, public universities, and accredited private colleges

Expands the Work Ready Kentucky Scholarship Program to include proprietary schools offering eligible programs of study as eligible institutions where students can use the scholarship

Eligible programs must lead to industry-recognized certificates, diplomas, or associate of applied science degrees in one of Kentucky's top five high-demand workforce sectors identified by the Kentucky Workforce Innovation Board

Proprietary schools must meet the same requirements as other participating institutions, including having an agreement with the Kentucky Higher Education Assistance Authority and charging no more than the dual credit tuition rate ceiling
