Extends tuition waiver benefits for families of deceased veterans to include those who died while on active duty or from service-connected disabilities, regardless of wartime service.

Removes the previous limitation tying benefit duration to diploma or certificate completion timelines, establishing a flat 45-month maximum benefit period for all eligible recipients.

Requires all students receiving these tuition waivers to complete the FAFSA, with the waived amount capped at tuition and mandatory fees minus any federal grants received.

Applies benefits to nonremarried spouses (any age) and children, stepchildren, or orphans under age 26 of qualifying deceased veterans, disabled veterans, POWs, or service members declared MIA.
