Eligible grant recipients include 501(c) nonprofit organizations, local governments, and instrumentalities of local governments; the Cabinet must approve or deny applications within 90 days

Appropriates $2,000,000 from the Budget Reserve Trust Fund for fiscal year 2026-2027 to fund the program, with unused moneys carrying forward to subsequent fiscal years

Repeals existing KRS 198A.027 restrictions that prohibited state funding for permanent housing initiatives lacking behavioral and rehabilitative requirements, allowing broader funding of housing-first approaches

Declares an emergency with an effective date of July 1, 2026
