Shortens the statute of limitations for filing complaints and legal actions against appraisers to 1 year from the date an appraisal report is transmitted to the client, down from the previous 5-year window

Changes license renewal cycles from annual to biennial, increases application fees from $200 to $400, and requires 28 hours of continuing education per two-year period

Increases experience requirements for investigators reviewing appraiser complaints from 5 to 10 years, and requires investigators to hold credentials equal to or exceeding those of the appraiser under investigation

Prohibits unlicensed individuals from using the title "appraiser" in connection with real property or federally related transactions, while clarifying exemptions for mass appraisals for tax purposes, court directives, and certain Transportation Cabinet employees
