Requires all Kentucky school districts to adopt health curriculum for students in grade 6 and above that includes instruction on human growth and development, featuring a high-definition ultrasound video (at least 3 minutes) showing early fetal development and a computer-generated animation of human fertilization and prenatal development stages

Prohibits instruction on human sexuality or sexually transmitted diseases for children in grade 5 and below, and bans instruction exploring gender identity, gender expression, or sexual orientation at any grade level

Mandates written parental consent before students in grade 6 or above receive any instruction on human sexuality or sexually transmitted diseases, with alternative coursework provided for students without consent at no penalty to grades

Requires schools to notify parents at least 2 weeks before such instruction begins and allow parents to review all curriculum materials, lesson plans, assessments, and instructional activities

Preserves ability of school personnel to discuss sexuality in historical context, provide child sexual abuse prevention instruction per National Children's Alliance standards, and respond to student questions related to approved curriculum topics
