Creates a new criminal offense of "engaging in an adult performance" under KRS Chapter 525, defining adult performances as sexually explicit performances or male/female impersonator performances that appeal to prurient interest, depict sexual conduct offensively, and lack serious literary, artistic, political, or scientific value

Prohibits adult performances on publicly owned property or in locations where the performer knows or should know minors under 18 may view the performance

Establishes escalating penalties: Class B misdemeanor for first offense, Class A misdemeanor for second offense, and Class D felony for third and subsequent offenses

Declares an emergency for child protection purposes, making the act effective immediately upon passage and gubernatorial approval
