Creates "Commonwealth emergency response pay" as a new monetary incentive for Kentucky National Guard members called to state active duty during a Governor-declared state of emergency

Sets emergency response pay at the equivalent of 2 days of pay for every 1 day of qualifying duty performed during the initial response period of 72 hours or longer

Requires the Department of Military Affairs to implement personnel pay and classification rates for the emergency response pay program

Excludes members serving voluntarily without pay from receiving the Commonwealth emergency response pay

Amends KRS 38.030 and KRS 38.010 to incorporate the new emergency pay provisions into existing Kentucky National Guard statutes
