Grants civil and criminal liability protection to licensed professionals and their employers who respond to signs of domestic violence, refer clients to resources, or fail to respond or refer clients

Amends KRS 317.450 (barbering) and KRS 317A.050 (cosmetology) to add domestic violence training to existing licensure requirements alongside education, examination, and fee requirements
