Prohibits utility disconnection of residential service when National Weather Service forecasts temperatures at or below 32°F or at or above 95°F within the next 72 hours

Suspends disconnection for 30 days when a physician, physician assistant, or community/faith-based program certifies that disconnection would threaten the health and safety of household occupants; late fees must be waived during this period

Allows customers to avoid disconnection for nonpayment by paying 10% of the accrued balance or $200 (whichever is less) and entering into a payment plan

Restricts disconnections to Monday through Thursday between 8 a.m. and 5 p.m., prohibiting service termination on weekends, Fridays, and state or federal holidays

Requires utilities to provide final written disconnection notice at least 14 days in advance on colored paper with "FINAL NOTICE OF SERVICE TERMINATION" in bold 24-point font, including a toll-free number for assistance with payment plans, certificates of need, and energy cost assistance programs
