Abolishes the Strategic Committee on Postsecondary Education and removes outdated references to legislative goals established for achievement by 2020, while maintaining the Council on Postsecondary Education's authority to develop and implement strategic agendas

Creates the Commonwealth Education Continuum, co-chaired by the commissioner of education, president of the Council on Postsecondary Education, and secretary of the Education and Labor Cabinet, to coordinate education policy from early childhood through workforce entry

Formalizes the Board of Student Body Presidents as an advisory board attached to the Council on Postsecondary Education, consisting of student body presidents from public universities, two KCTCS student regents, and one representative from independent colleges

Repeals the STEM Initiative Task Force (KRS 164.0285-164.0288), the Kentucky STEM Initiative fund, and provisions for local P-16 councils

Updates governing board provisions including removing obsolete initial appointment term specifications and clarifying procedures for board meetings following new member appointments
