Amends KRS 164.507 and 164.515 to change tuition waiver benefits for families of deceased and disabled veterans from a 45-month time limit to a maximum of 128 credit hours of undergraduate instruction

Eligible recipients include nonremarried spouses (any age) and children, stepchildren, or orphans under age 26 of deceased veterans who died during service, from service-connected disabilities, or during wartime/national emergencies

Extends the same 128 credit hour benefit to families of permanently and totally disabled veterans, 100% service-connected disabled veterans, POWs, and service members declared missing in action

Applies to state-supported universities, community colleges, and vocational training institutions in Kentucky

Veterans must have been Kentucky residents (or married to one) at time of death or disability, and discharged under honorable conditions
