Children of military families may pre-enroll in Kentucky school districts if a parent is transferred to a military installation on active duty or is returning to the state within one year of honorable discharge

School districts must accept electronic enrollment applications, cannot require in-person appearances, and must ensure comparable special education services (IEP or Section 504 plans) are in place before the child arrives, including completing any required reevaluations within 30 calendar days of arrival

Parents must provide proof of residence within 10 days of arrival, with acceptable documentation including military orders, temporary billeting, purchased/leased homes, military housing, or homes under contract

Districts must allow temporary housing accommodations for up to one year from the parent's reporting-for-duty or separation date before considering the child a resident of another district

For infants and toddlers with disabilities, the point of entry must ensure comparable individualized family services plan (IFSP) services are in place prior to arrival and should not require parents to appear in person for documentation or meetings
