Amends KRS 210.040 to require the Cabinet for Health and Family Services to pay for emergency and other medical care provided to patients outside state mental health facilities while they remain admitted

Outside medical expenses (excluding elective procedures or surgery) paid by the cabinet will be included in calculating patient liability when not covered by the patient's third-party insurance

Updates terminology throughout the statute, replacing "institutions" with "facilities" and "post-institutional care" with "aftercare"

Maintains existing cabinet duties including establishing psychiatric facilities, providing psychiatric consultation to correctional institutions, and supervising programs for persons with chronic mental illness

Limits community-based transitional or cooperative living facilities to no more than one of each type per county containing a first-class city or consolidated local government using cabinet funds
