Requires Medicaid and managed care organizations to cover perinatal mood and anxiety disorders screenings for parents or legal guardians accompanying a child under 2 years of age, billed as a service for the child under the Early and Periodic Screening, Diagnostic, and Treatment (EPSDT) benefit

Mandates Kentucky's Children's Health Insurance Program (CHIP) to include coverage for perinatal mood and anxiety disorders screenings for parents or guardians of beneficiaries under 2 years of age during preventive visits

Requires all health plans covering well-child visits to include coverage for perinatal mood and anxiety disorders screenings for accompanying parents or guardians of covered children under 2 years of age, with no cost-sharing except for HSA-qualified high deductible plans

Extends the perinatal screening coverage requirements to state employee health plans, self-insured employer plans at postsecondary institutions, and public employee health benefit plans, effective January 1, 2027

Requires the Cabinet for Health and Family Services to request federal authorization within 90 days if needed to implement Medicaid or CHIP provisions, and directs the department to apply for federal waivers of cost defrayal requirements for qualified health plans
