Adds two licensed veterinarians to the Controlled Substances Prescribing Council, one specializing in livestock and one in equine medicine, selected by the Kentucky Board of Veterinary Examiners.

Reduces physician members from four to three by removing the emergency medicine specialty requirement.

Reduces advanced practice registered nurse members from four to three by removing the acute care specialty requirement.

Veterinarians added to the council are explicitly exempt from reporting controlled substance prescriptions for animals to the state monitoring system under KRS 218A.202.

Annual council report deadline changed from "December 31, 2024, and each December 31 thereafter" to simply "December 31 of each year," with reports now specifically referred to the Interim Joint Committee on Health Services.
