Removes Schedule III controlled substances containing hydrocodone from certain restrictions that currently apply to both Schedule II and Schedule III hydrocodone products, affecting medication synchronization programs, prescribing requirements, and dispensing limits

Requires practitioners and pharmacists authorized to prescribe or dispense controlled substances to maintain an active account with Kentucky's electronic prescription drug monitoring system throughout their licensure period

Adds an exemption to electronic prescribing requirements for practitioners providing charitable health care services under the Kentucky Charitable Health Care Services Act (KRS 216.940 to 216.945)

Expands the definition of "practitioner" to explicitly include optometrists and physician assistants licensed in other states who have prescriptive authority for controlled substances

Makes technical corrections throughout KRS Chapters 205, 218A, and 304 to update terminology and clarify administrative regulation procedures
