Amends KRS 230.210 to revise the definition of "pari-mutuel wagering" to clarify that patrons wager among themselves on any aspect of horse races, whether live, simulcast, or previously run

Requires all wagers to be placed in designated pari-mutuel pools, with winning wagers paid out in proportion to individual winning wagers after statutory deductions and adjustments

Mandates equal access to pari-mutuel pools for all patrons on equitable terms

Prohibits any patron or class of patrons from receiving preferential pricing, rebates, access, information, technology, latency advantages, or other benefits not uniformly available to all patrons placing the same type of wager in the same pool

Removes prior language that allowed patrons to establish odds or payouts and permitted pools to be paid out incrementally over time as approved by the corporation
