Establishes the "Kids Love to Read Program" to provide one book per week during the school year to registered children in kindergarten through grade 5, mailed directly to homes at no cost to families.

Department for Libraries and Archives will administer the program through a selected nonprofit organization that must deliver evidence-based reading programs, provide weekly parent engagement communications in multiple languages, and offer at least six child-selected books children can keep.

State program contributes a 50% match of funds, with the selected nonprofit required to secure the remaining 50% matching funds; total program cost capped at $120 per child per year.

Creates the Kids Love to Read Program fund in the State Treasury to receive state appropriations, gifts, grants, and federal funds, with unexpended amounts carrying forward to the next fiscal year.

Appropriates $500,000 from the Budget Reserve Trust Fund for fiscal year 2027-2028 to fund the program.
