Prohibits local, state, and federal tax dollars from being used to advocate for or against ballot questions, lobby as defined in KRS 6.611, or participate in executive agency lobbying activities

Creates a private cause of action allowing any aggrieved Kentucky citizen to sue in Circuit Court within one year of a violation, with sovereign and governmental immunity waived

Awards $250,000 in statutory damages per violation to prevailing claimants, plus punitive damages, injunctive relief, and attorney's fees; damages split equally if multiple claimants prevail in a class action

Makes violations a Class D felony under criminal law

Bars anyone found liable civilly or convicted criminally from holding a position of public trust or profit in Kentucky for 10 years after completing all court-ordered penalties
