Establishes a fundamental right for individuals to receive fertility treatment, continue ongoing treatments, and make decisions about the donation, testing, storage, and disposition of reproductive genetic material

Defines fertility treatment broadly to include preservation of oocytes, sperm, or embryos; artificial insemination; IVF and other assisted reproductive technologies; genetic testing of embryos; fertility medications; and gamete donation

Prohibits Kentucky and its political subdivisions from denying, burdening, or infringing upon fertility treatment rights unless justified by a compelling state interest achieved by the least restrictive means

Bars discrimination in enforcement of these rights based on sex, disability, race, ethnicity, gender identity, age, marital status, national origin, immigration status, religion, or sexual orientation

Allows aggrieved individuals to sue state or local officials in federal or state court for injunctive relief and damages for alleged violations
