Expands Kentucky's qualifying medical conditions for medicinal cannabis to include 21 specific conditions such as AIDS, ALS, cancer, Crohn's disease, fibromyalgia, glaucoma, HIV, Huntington's disease, muscular dystrophy, Parkinson's disease, sickle cell disease, and any terminal illness

Permits registered qualified patients (18+) to cultivate up to 3 mature medicinal cannabis plants and 3 seedlings on private property they own, with designated caregivers allowed the same for each patient they serve

Allows registered qualified patients to smoke medicinal cannabis on private property owned by themselves or their designated caregiver, removing the previous blanket prohibition on smoking

Removes the labeling requirement that raw plant material be marked "NOT INTENDED FOR CONSUMPTION BY SMOKING"

Requires home-grown cannabis plants and seedlings to be stored in enclosed, locked spaces; prohibits cardholders from selling or transferring home-cultivated cannabis to others (except caregiver-to-patient transfers)
