Raises the capital expenditure minimum threshold for requiring a certificate of need from an annually adjusted amount to at least $15,000,000, with annual inflation adjustments based on CPI-U that cannot decrease below this floor

Establishes a new major medical equipment expenditure minimum of at least $10,000,000, also subject to annual CPI-U inflation adjustments with a prohibition on decreases

Removes the requirement to obtain a certificate of need solely for obligating a capital expenditure that exceeds the minimum threshold

Requires certificate of need only when establishing a health facility, changing bed capacity, changing health services, or acquiring major medical equipment if costs exceed the applicable expenditure minimums

Amends KRS 216B.015 and KRS 216B.061 to update definitions and certificate of need requirements for health facilities in Kentucky
