Requires alternative internet postings to be maintained for specific periods: until the relevant deadline passes, for 90 days for government actions like ordinances, or for one year for financial documents like budgets and audits

Mandates that local governments retain captured postings and signed affidavits as proof of publication for three years, with such documentation serving as prima facie evidence of compliance
