Increases county clerk recording fees from $33 to $50 for documents up to 5 pages (deeds, liens, financing statements, etc.) and from $63 to $70 for real estate mortgages up to 30 pages

Raises the portion of fees directed to Kentucky's Affordable Housing Trust Fund from $6 to $23 per standard recording and from $6 to $13 per mortgage recording, with county clerks retaining $27 and $57 respectively

Establishes automatic annual fee adjustments beginning January 1, 2027, tied to the Consumer Price Index (CPI-U), with all inflation-based increases going entirely to the Affordable Housing Trust Fund

Creates a $10 permanent records storage fee for certain recordings, held in a separate county fund exclusively for county clerk equipment, hardware, software, personnel, and cybersecurity related to record storage

Requires annual reporting to the Legislative Research Commission on the records storage fund and applies to fees received on or after August 1, 2026
