Expands mandatory DNA collection to include any adult arrested, indicted, or charged with a felony offense, in addition to those already required to provide samples upon conviction

Requires jailers to collect DNA samples during booking and sheriffs to collect samples at initial court appearances if not previously obtained; arresting officers must collect samples when taking individuals directly before a judge without jail booking

Authorizes use of rapid DNA instruments by local governments for processing a second DNA sample from felony arrestees, with resulting profiles stored only in the state database and samples destroyed after processing

Establishes $5.00 fee paid from State Treasury to law enforcement for each DNA sample collected and transmitted that results in a usable profile

Expands grounds for DNA record expungement to include acquittal, dismissal, nolle prosequi, or conviction for a non-felony offense, in addition to successful pretrial diversion completion
