Eliminates the mandatory in-person or virtual conference between board staff and certificate holders before board action on complaints, removing a procedural step from the disciplinary process

Adds expedited hearing provisions requiring hearings within 60 calendar days upon request, with automatic dismissal of referrals or reversal of denials if the deadline is not met

Requires hearing officers to be licensed attorneys secured from the Office of the Attorney General, replacing the previous system allowing the board to employ, contract, or secure hearing officers through multiple methods

Allows superintendents to request personnel files and official certification files (including written admonishments) from the Education Professional Standards Board and other school districts before hiring certified position applicants, with immunity from liability for districts making such disclosures
