Expands the Kentucky Fire Commission from 14 to 18 members by converting four previously non-voting ex officio positions (presidents of Kentucky Community and Technical College System, Kentucky Firefighters Association, Kentucky Professional Firefighters, and Kentucky Association of Fire Chiefs or their designees) to full voting members

Requires no more than 3 appointed members to reside in the same congressional district and mandates the commission include male, female, and racial minority representation

Caps administrative reimbursements to the Kentucky Community and Technical College System for administering Firefighters Foundation Program funds at 5% of the total annual appropriation

Maintains existing funding levels including $11,000 annual allotments to qualifying volunteer fire departments, $500,000 per fiscal year for firefighter hepatitis A and B inoculation programs, $200,000 per fiscal year for training center construction/upgrades, and $1,000,000 per fiscal year for training-related activities

Removes outdated provisions regarding initial staggered appointment terms from 2021-2023 and clarifies that appointive members serve 4-year terms with a maximum of two consecutive terms
